There should be an option that says FFXIV_HUD_TOP/BOTTOM in the Reshade effects tab. I forgot the exact name of it. Enable both and the options blurring will go away. Just FYI, some presets are not made for gameplay, only for screenshots. So presets don't have these option available, but these will work regardless.
